Collecting Bag Fee under HB21-1162

Under HB21-1162, "A store is required to remit, on a quarterly basis beginning April 1, 2024, 60% of the carryout bag fee revenues to the municipality or county within which the store is located and may retain the remaining 40% of the carryout bag fee revenues." How are you planning on collecting and administering this fee? We are state-collected for sales tax and thus do not have a system to do this. I'm thinking that the cost of the system and enforcement might exceed the amount of fee collected.
