Hello, We are a Parks and Recreation Special District. We have been approached by a local restaurant owner for a business opportunity. Our staff members would sell $15K of gift cards to the public to be used at his restaurant in exchange for 5% of restaurant profits at the end of the year. The 5% of restaurant profits would be donated to our special needs programming. The gentleman doing this is a long-time member of the community. He has 12 other organizations participating in this fundraiser; however, none are special districts. I am looking for any guidance someone can offer on if this is an acceptable agreement for a CO Special District to participate. I am also looking for recommendations of other resources that may be able to provide guidance. I have already reached out to DOLA. Thank you!
