Navigating the Complexities of Arbitrage Compliance
With investment rates remaining at current levels for the past two-plus years, the probability of accruing and/or paying arbitrage rebate our yield restriction on tax-exempt bonds is higher than it has been in over 10 years. Topics that will be discussed in this training will include a basic overview of the arbitrage rebate rules, exceptions to arbitrage, the difference between arbitrage rebate and yield restriction, topics to help prepare for existing or future rebate payments, current market trends, and best practices for navigating the arbitrage rules.

Presenter: Matt Collins
Matt Collins possesses 18 years of financial services experience (12 years in arbitrage rebate consulting and 6 years of management at various banks) in addition to concurrently serving as President of the board of directors for a Colorado special district for three years. Mr. Collins currently manages the arbitrage rebate compliance program at ACS for over 300 issuers across the Country with a debt portfolio consisting of over $23 billion in total outstanding value. He facilitates the completion of over 800 arbitrage calculations annually and over 9,000 since the beginning of his tenure with ACS, including 140 calculations each year for local governments in Colorado. He regularly provides arbitrage rebate trainings and seminars annually for local GFOA and trade associations across the country highlighting the intricacies of the arbitrage rules and regulations.
A native of Colorado, Mr. Collins resides in Littleton and enjoys spending his most of his free time with his family or trail running, fly fishing, camping, hiking and cheering on his daughter at swim meets throughout the year.
